Western civilization stands upon the precipice of a new age of geopolitical competition, with Russia and China actively contesting the rules-based international order that the United States and its allies built in the wake of the Second World War. How will the emergence of sophisticated Artificial Intelligence (AI) shape the logic of geopolitical competition in the twenty-first century? In this seminar, Anatoly Levshin will discuss the technological development and strategic implications of three systems which will supercharge geopolitical competition in the twenty-first century: automata (systems of execution), oracles (systems of prediction) and grey cardinals (systems of control). 
He will also review alternative arms control strategies that states might use to manage strategic competitions fueled by the deployment of these systems.
